The Coronavirus Aid, Relief and Economic Security Act (CARES Act) established in 2020 in response to the COVID-19 pandemic was to help small businesses across the country. Soon after, the government expanded the funding opportunities to the education field. Congress has infused approximately $13.2 billion into K-12 education to address the impact that the COVID-19 pandemic has had, and continues to have, on elementary and secondary schools across the United States. The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA) provides an additional $54.3 billion for the Elementary and Secondary School Emergency Relief II Fund (ESSER II Fund).

The Elementary and Secondary School Emergency Relief Fund (ESSER Fund) has opened the door to many opportunities in the world of cleaner and healthier schools. Funds are granted to local educational agencies (LEA) like school committees, school boards, board of trustees, etc. Each of these agencies are selected by their state educational agency (SEA) based on who applies and how much money was provided from the 2019 fiscal year Title I, Part A subgrant. The ESSER Funds are to provide local schools with money to improve the health and safety of facilities in response to the COVID-19 pandemic. It is the responsibility of LEAs to apply for the ESSER Funds. They can help serve the communities that they represent to receive the products and services that will create a healthier and safer environment for schools.

In an edweek.org article by Mark Lieberman, he discusses how schools have been spending the ESSER Funds. One of the main things he addresses is the transition of schools to HVAC systems that help improve air quality in buildings. IMPORTANT ESSER INFORMATION AND DEADLINES

ESSER I

On March 27, 2020, Congress set aside approximately $13.2 billion for the ESSER Fund, of the $30.75 billion allotted to the Education Stabilization Fund through the CARES Act. The department awarded grants to SEAs for the purpose of providing LEAs with emergency relief funds to address the impacts of COVID-19. Funds are awarded to SEAs based on the funds they received under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2019. ESSER I is the CARES Act and funds expire on Sept. 30, 2022.

ESSER II

The CRRSA Act, 2021, was signed into law on Dec. 27, 2020, and provided an additional $54.3 billion for the ESSER Fund. ESSER II Funds are awarded to SEAs based on the funds they received under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2020. Allowable uses for ESSER II include: “Making school facility repairs and improvements to enable operation of schools to reduce the risk of virus transmission and exposure to environmental health hazards, and to support student health needs.” ESSER II is the CRRSA Act and funds expire on Sept. 30, 2023.

ARP ESSER

On March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. It was an unprecedented $1.9 trillion package of assistance measures. It includes $122 billion for the ARP Elementary and Secondary School Emergency Relief (ARP ESSER) Fund. Funds are provided to SEAs and LEAs to help safely reopen and sustain the normal operation of schools prior to COVID19. ARP ESSER are awarded to SEAs based on the funds they received under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2020. ESSER III is the ARP Act and funds expire on Sept. 30, 2024.
